The Independent (as opposed to the 'i' which is now an entirely separate publication) has become a laughing stock since ceasing its print edition.
It seems to be run entirely with work-experience interns and the errors which get through to publication on the website are beyond a joke.
I rarely look at the site now, and always verify elsewhere before believing anything.

Reading between the lines (since the actual article is gibberish), it seems that people are saying that you have less chance of being accepted if you don't have a passport.
This will affect not only the intended target (illegal residents), but also bear disproportionately on legal BME residents, since they are statistically far less likely to have a passport and are then treated less well than white residents with no passport.

Why if they were born in the UK, would they statistically be far less likely to have a passport than a White resident, unless of course it could be because this country is a majority 'white' country.
But even so there are many white residents who don't and never have had a passport, yet legal immigrants to this country are more likely then anyone to hold a passport.

There are other ways to check a person for starters you are on a good start if the person has a UK Bank account since the Bank will have done such checks.
