It's papering over the surface-level symptoms of a larger problem. Work is becoming far less stable - and in the near future it will become much, much less available - because of new technology. What he is proposing would probably make life easier for people who work in the gig economy, but it won't do anything to remedy the societal problems caused by those fundamental economic changes.
Is the suggestion to remove coins and paper note money from society ? That would be an unbelievably unpopular act of folly. Otherwise it is a daft suggestion. We all know the government would like everyone to pay the taxes imposed; so that is non-news. As long as there is cash there is the possibility of illegally evading tax. Is it the "silly season" or something ?
I used to be a church organist. I received a very small stipend, £390 p.a. plus £40 per wedding or funeral. It never occurred to me to declare this to HMRC.
Our church organists, on being told that we were now supposed to pay him/her by cheque, were so unhappy about this (and we agreed) that the very small amount of cash involved is still paid out at the end of the service. Weddings etc. are up to them.
