Everyone wants clean environment to live in. New technologies, education & governmental incentives & legislation can help to curb pollution of carbon dioxide, plastics, smog, toxins, etc. Banning the sale of cars run solely on fossils fuels by 2040 is an example of governmental incentives & legislation to curb pollution.

About half of all fossil fuels had been burnt since the industrial revolution & has given raise nearly a degree centigrade rise in global temperatures. Thus if the rest of fossil fuels are burnt a total of about 2 degree centigrade rise will be likely. Hotter air can cause extreme climate. Global warming of around 2 degrees centigrade will cause increased coastal flooding, as well as more drought & famine - turning agricultural land into desert (in an era of exponential population rises).

Apparently, UK experimental SABRE (Synergistic Air-Breathing Rocket Engine) ram jet engine is capable of single-stage-to-orbit capability at over Mach 5.2 (3,800 mph). SABRE engines burns hydrogen with atmospheric oxygen and when the space plane reaches an altitude of around 16 miles and five times the speed of sound (i.e. Mach 5), it switches to its onboard liquid oxygen tank to reach orbit. Being in orbit, such a craft can travel in opposite direction to the rotation of the earth thus saving energy & time of travel.

HMRC take in taxes in financial year 2016-17 is £566.8bn. 5% of which are taxes/duties on hydrocarbons which is therefore £28.68 bn. If hydrocarbon is being phased out, the £28.68bn had to be found elsewhere.

As regards my question it is: If hydrocarbon is being phased out, how & how is 28.68bn be found?

Well clearly taxation will have to be amended to accommodate this. No doubt there will be a 'road tax' probably based on the number of miles you have done and the roads you used. It will be much easier to do this when electric cars are in full swing with sufficient computing power to do it.

Figure 11 in your link puts hydrocarbon receipts at about £17bn for the last year not nearly £27bn.

By the way 5% of £566.8bn is £28.34bn.

There is no doubt that CO2 (carbon dioxide) in the atmosphere give rise to the ‘greenhouse’ effects. This is not only witnessed on earth but in planets in the Universe with CO2 in the atmosphere . Also, there is no denying CO2 also cause climate change & extreme weather. Look at the recent unprecedented diminishing ice caps in the Polar Regions.

Global warming is real CO2 was around 280 ppm during Industrial Revolution. In 1958, atmospheric CO2 was at 315 ppm and was 340 ppm in 1988. Atmospheric CO2 first exceeded 400 ppm since record began on 10 May 2013.

Toll roads are too expensive to operate. As I said above it will, eventually, be done on your driving habits like type of road and distance travelled. All by YOUR car so the Government dont have to spend any effort collecting the data. I'd also suspect charge points will collect data from the car.

You will pay for the amount of electricity consumed to charge the batteries, you will pay a fee for being on the road, a proper road tax and you will pay per mile travelled. All this will be charged under one system called paying through the nose.
