What an absolute disgrace, but would you expect any difference from abbots constituency?

"Parallel planning and permanence plans are progressed speedily for most children, and appropriate use is made of family group conferences, connected people and special guardians to ensure that children are placed permanently with family members who reflect their ethnic, cultural and religious backgrounds."
Personally I don't see what ethnicity has to do with anything. But then I'm a racist bigot, not an Ofsted inspector.
(Perhaps you'd like to chase the matter up with Ofsted, SP.)

I don't know the given number of Foster carers in any one area, but that isn't the issue.
Carers should be open to caring for all children without the carers culture and or beliefs affecting their care.
As I said above and beyond the accepted levels a child needs whilst in temporary care - language they understand is key.

As v_e says; "I think it's the burka and the language which is the problem, not ty the skin colour. "
Indeed, I only know one practising Muslim well, he is perfectly normal (clean-shaven) businessman and I would be comfortable with him and his wife to care for any child, and from what I know of our Keyplus, ditto.

As for "incompetence" (NJ's post) note that an old friend is involved. From the article:
'Amid the growing row over the child's care arrangements, The Telegraph can disclose that an extremist Islamic preacher helped in the recruitment of foster parents .
The imam, Shakeel Begg, hosted a workshop for would-be foster carers just months after the High Court ruled him an “extremist Islamic speaker” who had “promoted and encouraged religious violence”.
The event was organised on behalf of the London borough of Lewisham as part of a drive to find more Muslims willing to foster children.'
He was the guy who sued (unsuccessfully) the BBC over a remark by Andrew Neil. Oh, and the imam of the Lewisham mosque which gave us the Lee Rigby killers.
