What’s complex about it? They have been offered suitable accommodation which costs more than the amount many people working take home. They don’t want it. That’s that, end of.

What they should be doing is to stop wasting their time (and taxpayers’ money) and instead instigate arrangements to have them removed from the street and repatriated to Somalia, where conditions are obviously more suitable for them.
