Just jude, I assume you are referring to the case that was on the news yesterday? The car swerved and drove into a group of people who were walking on the pavement. The exact same situation as the last terror attacks where a car/van was used to run people down. Even the police assumed it was another terrorist incident. It was several hours before it was reported as just an accident. As said, no one would assume a bump between two cars or a car hitting a bollard was terror related. But this was the same as the recent terror attacks where a vehicle has been intentionally driven into pedestrians.
