I'm sure I've seen on TV programmes that those who have changed sex said they knew from an early age, but honestly!!

No because no figures are given regarding the number of parents who are reassured that there is no issue.....its the same with many other children's services. A big and valuable part of their work is to reassure parents that someone is taking their concerns seriously and that no further action needs to be taken. Given that its the Mail, I thought it was quite a decent article giving balanced information about the use of medication to delay puberty.
Good parents will worry about their child's development and will want advice and reassurance sometimes.

I don't know about attention seeking, but anyone taking their four year old off to such a clinic, thus encouraging them to think changing back and forth is normal so they could try it, is being a poor parent.

Children often do know that something is different from an early age and I think that taking them to seek help and reassurance isn't a bad thing is it?

We had a young lad that used to visit us from a couple doors away as was very keen on our dogs and would walk them with me. from the age of 6 I knew he would turn out gay, he had no idea that he was different at that age. however 9 years later he came to me and said, "I have something to tell you, you will be shocked!" I said, "you are gay?" He was shocked that I had known for years, long before he or his family knew.
