A religion that generally insists that women are wrapped head to toe suddenly decides it's ok to strip off teenage girl and force march here round town because her brother puts it about a bit. if there is any sort of explanation for that I'm all ears.

The explanation is - precisely because modesty is so highly prized in Muslim culture, the shame of being exposed like this is far worse for this woman than it would be for her Western counterpart.
Humiliation is far more seriously regarded in Eastern cultures than ours, and that is why this punishment was enacted as it was.
For a Muslim man, having a female member of his family shamed in this way is a greater punishment to him than something they might have done to him personally.
