I am sure there is a deep-seated psychological reason which could be explained by a scientist with most of the alphabet after their name, but as far as the AB is concerned, I think the answer is straight-forward - it makes the handlers, and animal lovers in general, feel good, and I for one am all for that.

Yes, you're summery of what he'd prefer is probably correct, though I'm assuming he's been neutered so female friends probably won't be required ;-) The medal is more a deserved feel good thing for his handlers.
As long as he sees out retirement with everything his little doggy heart desires i'm happy.

A dog may be a highly trained military or police dog but it still gets scared. This particular dog has gone against its natural instincts - to run away. The actual medal is pointless but the highlighting of the work these animals do is important.
These dogs can do tasks in minutes that may take a human hours. I find them fascinating - especially Police Dogs (mainly GSDs).
