There is a good chance she'll be sectioned. If she is suffering from mental illness and the crime was truly down to diminished responsibility then she 'may' be able to be treated with medication/psychiatric care. I assume that's why the minimum is so low.
On the other hand...being sectioned could also mean she'll serve much longer. People, especially the young, are quickly institutionalised.

As advised, the convicted person will be re-assessed in five years - which is a major length of time in terms of development for a sixteen-year-old.
Also as advised, it is highly likely that she will not be released, this initial sentence is a 'holding pattern' while informed decisions can be made about what is best in the interests of the public, and the teenager.

Personally, I don't think any sentence for murder 'sends a message' because I don't believe anyone ever murders anyone having first pondered the consequences, and assessed their possible punishment.
Murderers are either spur-of-the-moment individuals who would probably never do the same thing again ever, or sociopaths who don't think of consequences.
I have never believed that incarceration for murder is about deterring other people from doing the same thing.

Anyhoo, while she's locked away she's less likely to go on a spree so that's some comfort.

A fair point, so allow me to refine my position -
Every single person who plans to murder someone else does so in the unshakeable belief that they are going to get away with it - so as I have pointed out, pondering the potential sentence waiting, and allowing it to stay their hand, is simply not part of the process.
I have said previously - if anyone seriously thought they would be caught and punished for committing a crime, then there would be no criminals - but they don't.
