Unlocked Mobile Query

I have bought off a private seller a mobile that they described as unlocked. I transferred the SIM card from my current phone, but the new phone isn’t recognising the SIM. I have read online that even though a mobile described as being unlocked, it will lock to the network provider that the initial SIM is from. ( if a EE sim is used it’s locked to EE ) and the mobile will have to be unlocked. Seems totally incorrect. I was under the impression an unlocked phone could take any and be changed to any SIM without having to be unlocked if you wanted to change provider.

An unlocked phone should take a SIM from any provider. Send it back
As hc say's .. unlocked is unlocked. Anything else when you insert your SIM card is locked. Misleading information on the sellers behalf .. did you buy it locally or off eBay. If it was eBay, they always seem to support the buyer rather than the seller. Good luck.
