This problem will never be solved in one fell swoop, slowly chipping away may be the way forward. A restriction here, a review of trading rules there, until attitudes and resistance eases. A sort of ' hey that didn't change much' we still have our guns. 10 years of this approach could end up with... 'we still have our rifles we still have our handguns....' but far fewer people have an arsenal of assault rifles, and young people can't have them at all.

As has been said it is very difficult to change attitudes overnight. And with the US welded to their guns and constitutional right to own them it will take a long time to change the fundamental attitude.
But as with anything it gets better as a new generation grows up. If the campaign can be mobilised by the young there is a better chance of success in the future.
