You're perfectly entitled to that view of course, I didn't think it needed closing.

It had drifted but not gone completely off the rails.

There isn't much more I can say other than the comments I've given.
What evidence is there that it was a terrorist incident?

If the police don't know the man's identity (according to ANOTHEOLDGIT) how come the paper is saying he's eighteen?
Half past five in the morning.! Probably a row started in the club. Drunk and angry 18 years old decides to run his car amongst the clubbers to do as much damage to them as possible.Some of the clubbers probably gave the police the suspect's name and then the police would be able to put the message out that the incident was not terror related.Followed the suspect and arrested him.We had a similar incident a couple of years back in a nearby town.
To return to the OP (I've been away for the weekend, so just getting up to speed) -

I think the reason why the police refer to an incident like this as 'not terror related' is to avoid panicking the public, who, if they think it is a terrorist incident, may well be expecting more of the same, which sets a load of hares running, all of them carrying rumours and panic, which helps no-one.

That is purely my guess, not based on any factual information.

With regard to the second question in the OP - no-one knows, but time will reveal details I am sure.
It seems common sense to me, that the police inform the public as soon as they can when an incident isn't thought to be terror related.

Just the same as they will generally ask if an ethnic minority reports a crime, they will first ask, "do you class it as a racist incident".

It's tempting to guess and it is human nature but we will have to wait and see what the cause of this really was.

The speed of reporting outstrips by far the full background to an incident becoming evident and leaves us in limbo - understandable.
