I understand it around schools or colleges but our town is all 20mph except for the High Street which 30mph. The High Street is the A5 so in reality it is less than 20mph. In my opinion the whole thing is a joke...
The point Baldric raised earlier "were able to bring down the average speed by 11mph, to 31mph - below the 40mph limit/" is the problem for me.

Why should they bring down the legal speed limit? If a lower speed limit is needed then it should be done properly and then legally implemented not by the back door like this? Smacks of someone living on a busyish road wanting a lower speed limit.
Service to the public.
We have some of these people in our village. People slow down when they spot them and flash their lights to warn other drivers, and then speed up again.
I suppose it's better to do something than nothing.
