No he didn’t. The car was virtually stopped in traffic. The driver then steered around the cars in front, in a deliberate manner, mounting the pavement before hitting the road sign.
The Russian authorities seem to be playing this down because they have world cup visitors and they do not want to scare them.

Yeah of course...that'll be it. If I were in Russia and viewed this video I would be well comforted to know that I was wrong about this being a deliberate act. Should have known to have complete trust in the powers that be in Russia to run an incident-free world cup.
