I am not saying that it's the government's "fault", to be sure, that there hasn't been enough research -- it's well-motivated to be careful about cannabis anyway -- but equally, it's quite right to say that proper research into its benefits is hampered by legal regulations.
Since the "side-effects" are well-established, I think it's probably one of those medicines that you could only really prescribe on a case-by-case basis, and there's therefore probably no a point in researching into it for future widespread medication.
