It's intimidation just being there. Some may opt for the inconvenience of having to find another hole-in-the-wall. Seems reasonable to tolerate begging elsewhere but not where folk are going to be psychologically vulnerable. People should be able to give if they wish, but not made to feel guilt ridden and obliged.
My husband works in the city and says the entrance to the mainline station is awash with beggars. However, every night when he goes to get his train, he passes masses of unwanted food that the beggars have thrown away. I think generosity has to be sensible and selective.

More tolerating than condoning. One has greater priorities than to put moving beggars on everywhere at the top of the list. Ultimately this is a deficiency of society, that it can't seem to get everyone sorted as a useful member of society.

one speaks Slovak and the other speaks Slovenisch ( apparently. Slovenisch people jealously guard their nationality because no one knows where the hell it is. Including me)

Yes I have, but not in our local town. As I said I've never seen anyone begging there.
