The first young man could well be eligible. He resides in the UK and he is a civilian.The George Cross can be awarded to a Civilian for gallantry.
I think he would be eligible for a lesser order The Queens commendation for Brave Conduct.
I know naff all about Indonesian Bravery awards. :-)

It is awarded "for acts of the greatest heroism or for most conspicuous courage in circumstance of extreme danger",[3] not in the presence of the enemy, to members of the British armed forces and to British civilians
