Question Author
perhaps that should read Why Don't they give longer jail terms.
Judges and magistrates use guidelines from the Court of Appeal and the Sentencing Council to decide the sentences they pass:-

https://www.sentencingcouncil.org.uk/
And this murderer has received a minimum sentence for his crime. He has no guarantee he'll be released when he has done the 17 years.
Question Author
some should use their discretion, in this case 17 years minimum, though he may serve longer than that, but this murder warrants a life term in my opinion.
27 years would have been better !
life should mean life, end of.

i tend to agree in this case, perhaps it doesn't deter others but it gets one more scumbag off the streets.
