I can tell them how to "raise" £15bn a year far more easily and with less political fallout: scrap the overseas aid budget.
It is absolutely scandalous that taxpayers (already parting with more than one pound in every three generated in the country) should be expected to pay even more when such huge sums are being sent abroad to disappear into some foreign cess-pit.

They seem to have forgotten that the over 40s have already funded those older, so are entitled to expect similar in their turn without further tax grabs. Authorities are keen on finding cash cows they can victimise for money though. Wouldn't know an equitable tax policy if it stuck them on the head. Consider council tax that takes more from those who invested in their house that those who fritter their money away and live in something basic. Or so-called congestion charges that rob drivers, who have already paid for the road, before they're allowed to use the road they paid for, at the city/town they wish to go. They're dregs to even be discussing it.

If it is to include people over 65 it would have to be a separate mechanism because those who have reached State pension age do not pay National Insurance (even if they continue to work).

“People on low incomes could be exempted, the MPs suggested.”
What a surprise. No doubt those on high incomes will be exempted from benefiting from the funds raised. So, as usual, those who pay in contribute only for the benefit of those who do not.
