Yes I have, the much repeated and slo-moed clip is from the NATO conference. The world leaders helping him reported he had a back problem (caused by siatica) not that he was drunk.

He has my sympathy then: sciatica is dreadful.

To be frank I am not that bothered if those clips are evidence of sciatica or alcohol.
It’s a crude montage put together for dubious political reasons. The idea Mr Juncker will be pressing nuclear buttons or commanding British or indeed any other troops is ridiculous.
