That's an easy one. I couldn't see how anyone familiar in any way with the legal process and the sentencing guidelines would make the suggestion you made.

Whilst teachers can have some influence it is unfortunately the case that when i first meet a group of children at age 11 it is usualy pretty clear which ones will be a challenge (to put it politely) and the first meeting with parents often confirms it.

That's an interesting comparison you draw there AOG. The motivation behind both offences is Peer Pressure, something very difficult to combat. The football fan was egged on by other fans just as much as gang members encourage other youths to join in.
In the latter case however, I suspect that prison sentences add to the street cred, which rather complicates it.
Whether stiffer sentences would ameliorate this I just don't know.
