The feeling of guilt and blame is more intense than fear, in my experience.
I think it would be less traumatic to be dropped of a balcony, than to accidentally drop a baby/toddler off a balcony for it to land (quote)"on the hard concrete of the Puerto Rico dock".
Imagine explaining that to the parents.
I'd want to curl up into a ball and die myself.

"Her grandfather is believed to have slipped and fallen while holding the toddler by a window on the 11th deck of the Freedom of the Seas ship."
"Department of Public Security official Elmer Román said the grandfather was playing a game with the child when she slipped from his arms. "
"El Vocero reported the grandfather was holding the child when he slipped and fell into the window, and the child then fell from his arms to her death. "
There is no mention of anyone being dangled from the window. The descriptions seem unclear. What type of game will, after slipping, send a child plunging from outside the window ? Whilst even unlikely things can be possible, it sounds more likely one was trying to describe the situation to minimise blame. But hopefully an investigation will clarify. Meanwhile, whatever the circumstances, horrendous thing to have occurred. Thoughts with the family.
It appears that the finer points of the circumstances serve only to ramp up the cold-hearted absence of sympathy from the usual keyboard opinionistas on here.
A child has died tragically - I think we can reasonably assume that her death was not deliberate, so anything else is merely detail - unless you feel the need to blame someone from afar to make yourself feel superior - and let's face it, the internet is tailor-made for that.
