It seems it is the conditions of the gaol that he objects to.

El Chapo was not arrested trying to enter the US. He was arrested in Nexico and extradited.
His arrest, trial and conviction have nothing st all to do with illegal immigration.

If the Mexican President doesn't like the way the Americans are treating his people, easy solution stop your people entering the US.
