Yes. In the wrong direction.
Cannabis is a psychoactive drug with many short and long term adverse effects. Its smoke contains more than fifty carcinogens and long term exposure to it can lead to heart and respiratory problems, psychosis and liver damage. If used from a young age it depresses IQ development and increases the chance of developing anxiety or suicidal tendencies. It is also seen as a "gateway" drug with many of its users progressing to harder drugs.
Why would any government seek to legalise the stuff (other than the fact that since they cannot control its use they may as well raise a few bob from its sale - never sound reasoning for anything).

That Gym lad Tim guy put forth some strong arguments for regulation the other day.
One of the best arguments is to lower the THC % and increase the CBD % as black market marijuana contains very potent THC % and very little CBD.
People will smoke regardless if it's legal or not.
Making it legal simply means what they're smoking is regulated, taxed and monitored.

I am in two minds about this issue.
One the one hand, the £m/billions we have spent in the war against drugs seems to have had appreciably little effect.
If tweaking legislation means that savings could be made to the public purse, or that the same amount of money was redirected to healthcare, then surely that has to be a good thing?
But it needs to be carefully considered and applied.
One of my closet friends has lost her son to cannabis-induced psychosis. He is presently sectioned and will *never* recover.
