Ott Description Of A Crewman 'savage' ?
If the crew man,as said in the report, was oblivious that he was waving a foam hand at late arrival passengers , it is a bit strong to call the action 'Savage' don't you think?
I am sure that hand has been waved at every port departure of that ship with no malice or savagery intended.
If the passengers are given a deadline to arrive back at the ship 45 minutes before anchor is weighed then it is not the fault of the captain to leave to a deadline. The tidal range of that port has to be considered by the Navigation Officer particularly in shallow waters. Why should a ship have to be held in port perhaps for another 12 or 24 hours to catch a following tide.?

I am aware of passengers and crews responsibilities to be on time when leaving port that is why I have stated that the description that savagery was involved was OTT. I repeat that the report stated the crewman was oblivious of the passengers absence but I would assume the purser had informed the skipper they were two passengers light on the passenger list as obliged by maritime regulations.

I see nothing 'savage' in the action.
