Perhaps the first minister should concentrate on these problems in her 2 largest cities rather than trying to ensure penury for Scotland by chasing alternative dependence.

Scotland’s fight against drug use is failing. Perhaps Sturgeon thinks that the Home Office are doing a terrible job and that she could do a better job from Holyrood, than Javid in Westminster.

I am unaware of any country where concern over the drugs issue is diminishing, although apparently there are some interesting signs in Portugal where a decriminalisation approach is in operation. There is absolutely nothing which suggests remaining in the UK is the most or even a promising way to deal with drugs or anything else - things can scarcely be less promising.
