The Government will limit the movement of citizens to the maximum to stop the spread of the coronavirus. All of Spain is formally closed with the development of the decree of the state of alarm. In the draft of the text, which Cadena SER advanced and to which EL PAÍS has had access, the limitations of movements are very clear: Citizens "may only circulate on public use roads to carry out the following activities: a) acquisition of food, pharmaceuticals and basic necessities. b) Assistance to health centers. c) Travel to the workplace to carry out their work, professional or business provision. d) Return to the place of habitual residence. e) Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people. f) Displacement to financial entities. g) Due to force majeure or need. h) Any other activity of an analogous nature duly justified ”. That is, basically no one can move except to go to work, go home, or search for food and medicine. For several days there were rumors that the Government would close Madrid, now all of Spain is closed, although the decision comes with the late weekend, when thousands of Madrid residents, ignoring the Executive's recommendations, have moved to rest areas. All these limitations will be effective as of 8:00 a.m. on March 16, 2020. Basically no one can move except to go to work, go home, or look for food and medicine. For several days there were rumors that the Government would close Madrid, now all of Spain is closed, although the decision comes with the late weekend, when thousands of Madrid residents, ignoring the Executive's recommendations, have moved to rest areas. ^^^ I was wondering about dog-walking too, Jourdain2. I suppose that it wouldn't present much of a risk to anyone (either to the dogwalker or to anyone else) if it was carried out when the streets were quiet e.g. in the early hours of the morning), and the dogwalkers limited their social contact with each other, but it's not clear as to how 'officialdom' will view it.

My friend lives in northern Italy and goes out every evening to feed a colony of about two dozen feral cats some distance away from her home. She's had to fill in a form to cover her movements but she's still permitted to do so. (Registered cat colonies have legal protection in Italy though, so it would be hard for the authorities to prevent someone from feeding them. The situation might be different in other countries though).
France has gone on Lockdown also. One of the many measures is restricting large gatherings of people. The populace don't think the government are doing enough so what do they do ? Take to the streets in large numbers to protest.

I love the French -they are pretty direct. 'La logique?' well, it is to them. I learnt many years ago that they simply don't think like us, bless them. It's a big reason why (i.m.o.) we don't belong in the E.U..
