On the subject of making a statement not entirely in line with reality, Robert Jenrick in his daily briefing on Friday stated that a cargo of PPE from Turkey was due to arrive in the country on the following day.
Whereas in fact that shipment was still awaiting clearance in the Sunday.
And as far as we know it’s still not arrived.
A government source admitted that they’d made a knowingly premature announcement to “put out a good news story”

Not being here to support or oppose anyone, but that is a possible example.

The fact that the shipment did not arrive does not negate the veracity of the statement offered.

Mr Jenrick said the shipment was 'due to arrive' - which it was - the delay was beyond his knowledge or his ability to alter it, ergo, he has not said anything that is not true.

They can probably make 100000 tests available daily simply by leaving the existing dozen or so centres open 24 hours a day and putting in more service points, but the take up rate is unlikely to be more than 20000 a day unless they throw them open to the public or can bus nurses and carers in
