In order for the court to do that they must have been presented with evidence for them to have reason to believe he may either abscond, commit further offences or interfere with the course of justice. So there is obviously much more to this than we or Dionne Allman (who recorded the footage and who branded the actions of the police as "disgusting and appalling") know about.
He could have stood quietly and co-operated.
He didn't have to shout and argue.
He didn't have to make sudden movements with his head towards the officer on the right.
He didn't have to pull his arm away and swing it about...

People who havn't been there do not know how difficult it is to subdue a well muscled drunk.
