If they considered it a breach of guidelines why not fine him like 14000 others have been fined. Never mind the fact that "minor" is another person's interpretation of "major".

Putting to one side the "May", why do the press refer to "lockdown rules" when even Durham Police refer to "guidelines".

How often does it need to be said that guidelines are not rules?

It must make the Chief Constable of Durham feel a right twit. Only a few days ago he was 'kicking up a bob is dying' and raising Cain in the media about DC's heinous transgressions. His own authority now says it's a minor breach of guidelines. No knighthood for him on retirement. :-)
Please please please let this Cummings be going’s. Too much forevermore. R.I.P. this bloody subject.
So Durham Police will not be pursuing it any further. End of story.
