We know it goes on- someone from another household staying over and maybe having sex. It's really just a signal to people so they know what they shouldn't be doing. I doubt there will be much effort by police to prove it but if they find a group of 10 staying over at your house or if someone admits to it then it can be included in any charges.

Piers Morgan will have ago at anything the government does. Sometimes he's right, sometimes he's just objectionable and mischief making. He rarely comes out with a constructive suggestion though or acknowledges the good work being done
Maybe blame Cummings but I think it is necessary for the government to spell it out so the police know where they stand and we don't have people saying "is it guidance or is a rule?". Shame we can't rely on common sense but some just don't realise the rules/guidelines and laws are there to help them and to stop them infecting friends, family and maybe strangers/one night stands
