Although I'd agree that in principle we probably shouldn't bestow honours and monuments to people that have done horrible things, I'm wondering where does it end? Will any statues actually be left if we're judging everything by today's standards.

no naomi it means that you don't care enough either way to go out and vote....therefore whichever choice gets the majority vote from those who voted ie those who do care....the non voters won't mind.

and in fact that is what does apply to other public votes....no one says that the party who was in power before a general election should stay in power because not voting chooses the status quo.
