Yes, I think so. They seem to be breaking the law with military-style marches and clothing etc. and they certainly appear to be fomenting race hatred and discrimination, also an illegal pursuit. By the way, am I the only one to have seen somewhere that there is a move to start a political party - U.K. BLM - which may only have black people in senior positions? That is so outrageous that I am wondering if it is a spoof.
