An “elite development pathway” means a development pathway established by the national governing body of a sport to prepare athletes (a) so that they may derive a living from competing in that sport, or (b) to compete in that sport in the Olympic or Paralympic Games"

Thanks. I did read it but wondered if it only applied to managers, refs and linesmen. I find it all a bit confusing.

If it didn’t apply to the players there’d be little point

It applies to everyone associated with elite sports, so that includes anyone required to set up the event, manage the event, broadcast the event etc. This also means that hotels can allow staff and crew to stay in an otherwise closed hotel, for the purpose of allowing the event to go ahead.
