Yes, although it's not clear what Biden can do beyond merely not executing people. At least for the time being, there is a Supreme Court majority for the death penalty, so that every case that comes before review there currently is rapidly dismissed in favour of killing somebody. Presumably the reason is that it is judged to be Constitutional -- in which case, Biden if he wants to achieve anything on this front would need to lead a push to get Congress to introduce an Amendment that has the support of 34 States.

Montgomery was let down by her country from the beginning of her life to the end of it and, eventually, it was her country that brought that end. No winners in this story, only losers, even if she'd been reprieved.
