Not quite. You can't cut your own hair (unless you want it to look like it's been done with a knife & fork). Even hairdressers do not cut their own hair.
That said, these idiots broke the law. No doubt their superiors will be encouraging them tomorrow to go out and hassle a few old ladies who have "travelled too far" to get a pint of milk.

They broke the law.
The officers did so because they were outside of the place they lived in order to get a haircut. That is not among the non-exhaustive list of reasons to be outside home and I doubt very much if a court would accept that it is such a reason.
Even if it did, each of them and the hairdresser also broke the law whilst the haircut was undertaken as they were involved in a "gathering" indoors which consisted of two or more persons. There are exceptions which allow such gatherings but having a haircut is not one of them.
It's quite easy for the government to legislate to prevent people doing what it does not want them to do.
It is absolutely possible to cut one's own hair, especially if you want a clipper haircut. My husband did it for the last 10 years of his life. My hair is long. I trim my own fringe and ends.
I cut my husband's hair for decades because it looked better cut by me than our barber. He now uses my mobile hairdresser as I can't stand for any length of time and a new right shoulder hasn't helped. My son does his with clippers. It's not too difficult. His wife does the back. I am presuming these were male cops, but there is simply no reason that any active male can't have clipped hair and if there hair gets too long they can tie it back or have a man bun.
