I wonder why?
The brilliant thing the government has done is put in redundant orders. Although I can see issues there in future as I’m not sure anyone was expecting them all to pass so quickly.

Will she hijack the Valneva vaccine to send to the EUSSR? She may well have to. Perhaps she can offer it up as a bribe. Because as it stands, in another embarrassment for the EUSSR, it transpires that they have not purchased any new Novavax shots - which passed phase 3 trials yesterday. The UK bought 60million doses five months ago. I say a peerages for all involved in the UK procurement plan. They took a load of flak from the usual sources when they decided not to be part of the EUSSR, slow, gravy train and decided to show them how to do it. They don't like it up em.

Obviously that never happened. We were never going to be part of a EU roll out so no one complained we didn’t join their programme. The UK were always going to fend for ourselves because we were going to be out of the EU in 2020/21.
Kate Bingham has done very well and credit where it is due. She was appointed without the position being advertised and without anyone else being interviewed. She had no previous experience of working in the NHS. But she had one crucial qualification - she was the wife of a Conservative MP.

Still making it up then? This is "news" you know. Some posts that contain, even light hearted, misinformation are swiftly removed. I remember the screams of anguish and acidic vomit laden comments when, for one, Kate Bingham called on her knowledgeable contacts to help Britain start a fight back against a fearsome threat. I could even provide such posts on here, are you sure that you were not one of them? Her amateur contacts, and family knowledge, appears to have been better than all of the slovenly "lets all make sure that we are rich and safe" manoeuvres of the entire EUSSR bureaucracy. Just remember the vitriol that erupted from the remoaniacs, and the troll mischief pedlars, when the UK made the correct decision once again.

“The UK’s decision not to join an EU plan to distribute a potential coronavirus vaccine to its most vulnerable citizens has been described as “unforgivable” and condemned by health charities and opposition politicians.”
A few more people who didn’t complain:

“Catherine West, Labour's shadow minister for Europe, dubbed the decision 'dumb and dumber'. Her colleague, Bell Ribeiro-Addy, accused the Government of 'yet again putting ideology before saving lives'.”
"The Lib Dems' then leadership contender Layla Moran claimed the wicked Tories were favouring 'Brexit over vaccines', while the party's Health spokesperson Munira Wilson declared this 'stubborn unwillingness to work with the EU' was 'unforgivable'."
"David Schneider, the Left-wing comedian, to this end told his 500,000 followers we were witnessing 'this week's episode of Who Cares if You Die as Long as we Brexit', adding that it showed Brexit to be a 'death cult'."
"Activist Bianca Jagger reckoned the decision was one of several that had 'endangered people's lives'."
"James Felton, a comedy writer for The Guardian and BBC, accused the evil PM of 'killing your own citizens to own the EU'."
Seen any apologies from any of them? Me neither. How many more people who "didn't complain" would you like?

Is that the best you can do NJ?
Go through the Twitter accounts of a bunch of nobodies and find ill informed Tweets from last summer?
Catherine West - Never heard of her.
Layla Moran - Nope.
David Schneider - He was in Alan Partridge 20 years ago.
Bianca Jagger - Was married to a pop star 50 years ago.
James Felton - Never hear of him either.
Hardly the A list of popular commentators.
There was no revolt about the UK not joining the UK strategy. Anyone suggesting a fuss last summer is rewriting history.

I didn't suggest they were A-List commentators. You said that nobody complained. That said, Ms West is the Shadow Minister for Europe and her comments should hold some weight.
There are plenty more around, including many Labour Party politicians. I think you'll find there are quite a few whose sentiments echoed those I've quoted. As it happens I've heard of none of those I quoted apart from Bianca Jagger, but that's because I don't listen to the ramblings and ravings of left-wingers. A few more:
James O'Brien (just about the most left-wing Remainer on radio, LBC): "Brexit means coronavirus vaccine will be slower to reach the UK"
The SNP's Shadow Brexit Secretary Dr Philippa Whitford, 10 July 2020: "At a time when the UK should be accelerating efforts to work with our EU partners towards finding a vaccine, it is concerning that the UK government has instead rejected the opportunity to take part in yet another EU-wide programme. The UK government’s short-sighted and increasingly isolationist approach does nothing but hinder the ability to tackle the virus effectively."
I don't really know what you mean by "A-List commentators". The people I have quoted include front bench politicians and others "who people listen to" to greater or lesser degree. There was widespread condemnation of the government's decision to boycott the EU's vaccine procurement programme. I am no fan of this government's handling of the pandemic - I think there have been some appalling errors made. But they seem to have got this right and there were many last spring and summer who condemned them for their decision.
