Small Business Rate Relief

As far as I can make out, a holiday let registered for business rates and not council tax, whose rateable value is less than £12,000, is entitled to small business rate relief - i.e does not have anything to pay. Is that right? Anyone have any experience of this?

Have discovered that two holiday lets in my courtyard (owned by two different people) have registered their properties for business rates, and it seems from what I could find and what you say, that they don't have anything to pay, while the rest of us in the courtyard have recently received stonking council tax bills - not fair!
