Nine killings times six months is five and a half years, 16 cat stabbings/cruelty, times six months is 8 years.... or would the Law not be applied thus?
Regardless, I hope psychiatric assessment was conducted, this smacks of a mentally ill person.

And this "thrillseeker" got less than 4 years for killing 2 people (including her own daughter) and seriously injuring 5.

No it would not be applied that way, sevenOP.
Although there are plans to change it, Animal Cruelty is a “summary” offence. This means it can only be dealt with in the Magistrates’ Court. Magistrates’ sentencing powers for summary offences are limited to six months. If they sentence more than one offence at the same time, they must order any sentences to be served concurrently (thus effectively limiting their powers for the offence – no matter how many counts – to six months).
Concurrent sentencing also applies in such circumstances in the Crown Court though of course their overall sentencing powers are greater. Criminal Damage (where the damage is valued at over £5,000) is an “Either Way” offence (meaning it can be heard in either court). If the matter is dealt with in the Magistrates’ Court the maximum sentence would be twelve months (this is their limit when sentencing two or more Either Way offences). But if it is heard in the Crown Court the maximum is ten years.

I know that Cats are not universally loved or liked, but intentionally hurting/killing one is a cruel crime. The Cat's family/servants are going to suffer from the aftermath of such a crime.

The law on animal cruelty wants strengthening greatly. Sentences for such acts want increasing.
However, part of the blame must go to the owners for not looking after their pets properly. OK you can't anticipate a thug like this guy, but a dog or a passing car could cause as much damage. Cat proof your garden or don't have cats!
