It would seem that a policy of turning back boats is the only way to break the stranglehold of the people smugglers.

If word spread that boats were not making it to the UK, the incentive to pay thousands to pirates for passage would be removed.

In the BBC report this is what France said
" But France believes the idea is dangerous and flouts international maritime law. Under the law, people at risk of losing their lives at sea must be rescued.""
The best way for both countries not to flout international maritime law is for France to do the humane thing and let these people stay in France. The migrants have no valid reason to leave as that country is considered safe.
