I can only assume, then, that government figures are incorrect. This is a report on the "settled status" scheme up to June (the latest I can find):

I believe there was a further surge following the deadline being extended by a couple of months and I imagine the total figure is now around six million.

I didn’t mention how many EU citizens are in the UK. This is mainly because neither I nor anybody else knows. Nobody knows how many people from other countries are here. It seems, though, there are at least 5,548,440 as I cannot imagine many EU citizens going through the rigmarole of applying for settled status if they were not living here.
