Then it won't be possible via Ministerial edict (as most of the measures have been), Chris. It will require a change to primary legislation which will mean a bill in Parliament, debated properly and passed by both Houses. I don't think such a measure would meet the approval of Parliament.

It was of course an issue all about supply
