Starmer knew nothing of Savile's crimes at the time, yes he apologised and took responsibility for the CPS's omission. If it gets as far as a vote of confidence it'll probaby be because he's been shown to have misled parliament and refused to resign.

The main reason I suspect there have been few letters is because people don't want a vote that he might - probably currently would - win. And then he'd be safe to keep on disenbling and bumbling along to the detriment of all for another few months.
