We should not beat ourselves up about not having "solutions". There are only deterrents which then become punishments, but the greatest deterrent is Ukraine's resistance.
Ukraine apparently has more anti-tank weaponry than Russia has tanks. Latvia is sending missiles, and Ukraine's ambassador is asking for more sea and air assistance.

I see no evidence of of Putin saying that; Kolokoltsev called for the recognition of the Donetsk People's Republic and Luhansk People's Republic within the borders of the former Donetsk and Luhansk regions.
