Yes he can. We are not in the EU, so we do not have to wait for Cyprus to agree, we can act independently.
SWIFT is run out of Belgium, but it is run as a cooperative with 75 countries as members, not just EU countries.
For a SWIFT ban to be effective, more countries than the UK need to impose a ban. But there is no reason why the UK cannot lead and set the ball rolling. But Boris isn’t very good at leading.
