The 'Durham' bid was submitted "by Durham County Council on behalf of the council, Durham University and Culture Durham Partnership":

Now that really is stretching the definition of a 'city' to its limits. If it had one, I wonder what they'd have called the 'city' as a whole, as saying that 'East Suffolk and Great Yarmouth' is the City of Culture just sounds weird to me!
