Seems odd that people are focussing on that minor point but havnt mentioned this bit from the next paragraph which am sure noone could dissagree with

While not decent etiquette to photograph, it's being rather intrusive, if you put it on show then that's the risk you take. Upskirting is a different matter as it's photographing something that's clearly been hidden; not on public show. But ban photographing a cleavage and you may as well ban photographing faces. Or for that matter anything, buildings, animals, mountains, everything. You opt to show it in public, it can be photographed.
