Hospitality and catering companies say they can't get enough staff. One reason is that the hours offered aren't enough to live on. They use agency and casual labour. The kind of person that works for them is probably a college or university student, trying to earn some extra money to pay their exhorbitant rents.
Companies don't want to pay the wages. And the conditions in some places is dreadful.

No, I'm not an ivory-tower Tory, 10CS. I see more of the life you describe than you can imagine (mostly connected with some of the work that I do).
I appreciate that many companies operate a business model which does not do their employees any favours. In particular, the "zero hours" concept is particularly damaging. But whilst there are people willing to undertake work on that basis, companies will continue to use it.
But the fact is there are large numbers of vacancies where that is not an issue. There are full time vacancies in many businesses which many people simply will not do. There are two reasons for this: firstly their lives are comfortable enough without having to trouble themselves by getting out of bed in the morning; secondly a large number of them are simply unemployable, in any role. This is because they have graduated into a life of indolence and laziness and they simply do not have the mindset required for regular employment.
I accept that there are large numbers of people trying their best - they need help. But there are even larger numbers of people who have decided work is not for them and they want no part of it. It simply does not fit in with their lifestyle. These are the people I am talking about in relation to Mr Hunt's schemes to get people back into work. It doesn't matter what the Chancellor announces today, those people will not alter their lifestyles.
You don't have to believe this. I'm really not that bothered. But if you take a good look around, you will see what I mean. The important thing is that whilst vast numbers of people are paid to do nothing, this country's economy will never grow.

the percentage of the UK working age population that is economically inactive is actually at an historic low according to this data... but it has been at about the same level for 50 years

in that 50 years we have had periods of high and low economic growth which does not suggest that they have anything to do with this country's prosperity... and of course the chart says nothing about the reasons for inactivity... i would guess that most of them are stay-at-home parents but that is only a guess
