it may depend on the focus of the drama. for instance, it could use the actual disaster as a backdrop to a drama focusing on the total inability of local government agencies to cope with a disaster situation - witness RBKC's response, where they declined outside help because "that would look like we couldn't cope". (they couldn't).

The awful drama is surely experienced by those forced to live in 'Grenfell' buildings due to central government's procrastination in ridding the country of these potential killers.
